2 years of slow upload speeds with no permanent resolution. FCC compliant filed.

Don't even know where to start. DSL upload speeds off and on for about 1 year and 8 months. It will be 15 to 20 up for a couple months, then drastically drop to 700 kbps. Numerous techs out with no idea what to fix. Tickets submitted to network ops with no resolution. Today I'm switching to a business plan with 100 down 20 up Guaranteed speeds to see if that helps.  I use my upload speed for work and it financially affects me. Unacceptable business practice from this company. Hoping when the tech comes out today (I have to pay 99 bucks for an "install") this can be fixed being on a business plan.
