URC 2220-R remote can no longer power on and off the TV. All other functions work and it has previously worked since I got the mini box. I have 2 other mini boxes and this remote cannot power up them either. These other 2 remotes also cannot power up the first TV. Therefore, not clear whether the problem is with the remote or the mini box. Thanks for any assistance.
I hold setup and LED flashes RED once then after a while RED twice. No response when 981 is entered. Pressing Menu button does not offer an on-screen Remote Control option. The remote I am using is a mini-box remote URC-2220-R.

If the normal TV remote isn't working, it would seem there is something wrong with the IR sensor on the TV. Did it used to turn the TV off before?
Try with the TV remote again but with everything else turn off like lights or anything else that might interfere with the infra light. If that still doesn't work, I would suggest contacting your TV manufacture for repair.
But if the TV IR sensor is bad, why does the Cox remote work for some functions (change channels, Guide, etc) but not others. Is it possible that the old TV remote has to be reprogrammed since it has not been used for years.
Because those are cable box functions. The remote is sending a signal to the sensor on the cable box, not the TV. All signals to control features of the TV have to be sent to the TV and thus the TV IR sensor.
The fact that two remotes, including the one made for the TV, suddenly stopped working, make me think it's the TV sensor. But yes, try reprogramming the TV remote. If it's not that, what happened around the time this all started? Any storms or electrical problems? Did you move the TV?
Don't recall exactly when it started. It used to be intermittent - sometime it would power on/off and then not. The normal TV remote did not suddenly stop working; it just has not been used in years. I will try to reprogram the normal TV remote and get back to you. Thanks.
