Poor latency and packet loss

I am still having tons of latency and packet loss issues. I've had the techs out a few times, and they've replaced the wiring from the street to my home. As you can see, the latency is being introduced between my router and the first hop on the cox network. What should next steps be?

    Are you able to bypass the router and run another test? If so make sure you reboot the modem once the router been disconnected.

      Here is a new test with the router bypassed, as you can see the latency problem persists.
