A couple of months ago, our family upgraded to the Cox Gigablast Internet package. Over the phone, we were promised Gigabit download and upload since we live in a new neighborhood with dedicated FTTP service. The Internet speed has always been sufficient as what was promised, however today when I did a speed test, I only got ~70 Mbps upload. A few more tests averaged only about 30-70 Mbps, sometimes a bit more. Has something changed? I don't believe it is any of our equipment.

You only get gigabit upload speed if you have FTTP(Fiber to the premises) NOT that it's available in your area. To have FTTP you need a ONT and not a modem. Obviously you need fiber to your home as well. If your getting 30-70Mbps upload on Gigablast over DOCSIS 3.1, that is better then normal.
I am always hardwired directly to the modem. I use speedtest.net using one of Cox's two local hosts. I even tried another local host but still had upload speed deficiencies.
If you are assuming that I live in 22408, you are wrong.
And yes, I know what FTTP is and it is serving my house.

Then you mean your wired direct to the ONT right?
PS. When I say ONT(Optical Network Terminal) I mean this.
