Hopefully, the right people (that care) will see this, as it is causing Cox initiated message delivery failures for anyone doing SpamCop BL lookups.
Blacklisted SMTP server IP is 184.108.40.206. Other Cox SMTP servers appear to be fine, but I'm not going to go through all of them to check. We noticed this when one of our end users reported intermittent delivery failures from their Cox email account when trying to email their work account. http://www.spamcop.net/bl.shtml?220.127.116.11

Our email administrators have verified that Cox is not blocking your IP. We would recommend reaching out to SpamCop for removal.

Hello TiffanyR, WiderMouthOpen is correct. This isn't a Cox Block ;). This was Cox controlled IP addresses being flagged by SpamCop (as well as Cisco Talos), and would impact Cox end users when trying to send email to third parties.
Regardless, I received a call the other day from one of the Cox network support folks, and they said they have been working to get the Cox IP addresses removed from the Blacklists. I've seen improvement, including the one for which I initially reached out to support.
I only opened the issue so that Cox could better help their end users. I'd imagine that when a Cox end user sends an email to someone, they expect it to deliver rather than go into the bit bucket, so this knowledge could only help Cox customer service.
I figured the forum would be a better way to get in touch with the right internal Cox network engineers who deal with Cox registered IP addresses, IP reputation, and Blacklists (especially considering they are SMTP servers/relays). For what it's worth, there are a few more, but as previously mentioned, it looks tons better.
