Misleading email about increase in internet speed

Has anyone received an email like this?

We've increased your download speed from 50 Mbps to 100 Mbps.
You don’t have to do anything to enjoy your new speeds.

In addition, you'll get:

There are 2 places on the email that says "Learn More"  Both take you to the same page.
Notice that it says: You don’t have to do anything to enjoy your new speeds. 
NOWHERE ON THIS EMAIL DOES IT SAY I WILL HAVE TO PAY FOR THE INCREASE IN SPEED OR THAT IT IS A PROMOTION!
So in a chat session I learned that the upgrade wasn't completed.  The agent said Please keep in mind it is $15.00 for the upgrade.
Which means $15 a month for one year...then who know what it will cost.
Shame on Cox for this type of email to their "loyal" customers.  Somewhere on the email it should note it is a promotion subject to extra charges.
