It sets off every alarm bell of a spam/scam. It is addressed to "Dear User" ( Cox never does that). It asks for you to click on a link in the email. (always a terrible idea). It says "Do not ignore" which is a threat. To find out who really sent it, open the Header on the email.
Looks like it's phishing attempt from a hacked Cox.net account. Some poor pastor that runs a soup kitchen in CT if Google is anything to believe.
I just sent a email to one of their friends (as per a site I found) letting them know they were hacked. I will let you know if I get anything back.
