Remote lights up but won't do anything.

Is it a new remote or cable box? After I replaced my remote and programmed it for my TV (Mute + Select then 4-digit code), it wouldn't work. I had to read the instructions.
I also had to program it for the cable receiver. For Scientific Atlanta with Rovi: Press Cable button, simultaneous Swap + A, Cable button blinks twice.
Things have evolved since Rovi. However, I read the instruction for a newer remote (Contour 2 Voice) and there is still a pairing process: Pair Your Remote for Voice Control. Even though you may not want voice control, it still pairs the remote to the receiver. I'll assume all remotes need to be paired.
