SMTP not working with Outlook 2016

I login to webmail and  and see my connect settings Secure and 993 for IMAP and Secure 587 for SMTP.  I look up how to connect to Outlook 2016 on Cox is states select "SSL" - well in outlook 2016 ...

This answer doesn't help all those who are having the same problem.  Thats what FORUMs are used for....
